Bug with url enconding of slug

Hi

I think there's a bug with the url enconding of the slug and the generation of the local link for post. Try this to reproduce:

1. Create a post with title Apresentação
2. Create slug from title clicking "Extract from title". Generates the following slug: Apresenta%c3%a7%c3%a3o
3. Save post. This gives a HTTP 400 error (Bad Request). In spite of the error, the post gets saved.
4. go to the blogs front page and check the link that was generated for the post, something like:

http://localhost/be/post/Apresenta%25c3%25a7%25c3%25a3o.aspx

5. following that link always throws Bad Request.


It seems that the slug is getting url encoded twice and the original % characters are encoded to %25.
