Block use of HTML or Links in Post comments

I am trying to figure out if there is any way to restrict user from posting links in the comments. I am not able to find anything so far, thus I will be grateful if any can guide me.

By default, if someone enters HTML markup into a comment, when that comment is rendered, it is HTML encoded so the HTML markup they entered is displayed as-is.

So if someone enters <b>content</b>, it will be displayed literally as <b>content</b>.

URLs are an exception.  If someone enters a URL within a comment, the ResolveLinks extension in BE will convert that URL into a hyperlink.  This can be turned off by disabling the ResolveLinks extension on the Extension tab in the control panel.  If you disable this, then their URL will still be displayed, but it won't be hyperlinked.
