BlogEngine Windows 7 Permissions Error

I have been struggling with this for hours... I have the blogengine unzipped. In IIS I converted to application. I've added every user I can think of to permissions and given them full control. I have gone to the folder and although the folder says read only the files themselves all have full permissions. But I still have a permissions issue. Can anyone see what I'm not please? I've gone done all the steps as required in the setup. Security Exception Description: The application attempted to perform an operation not allowed by the security policy. I can't believe after having Win 7 for 6 months that I did NOT know about the really neat cool feature the geniuses at MS inflicted upon us.

My gawd.  I downloaded the zip and chose to UNBLOCK the zip file.  Unzipped, followed the other directions and within 5 minutes it was working. 

 

Do I get a happy face for solving the problem?
