i had a similar problem recently I think...If this is your own static page you've built and not one via the Pages admin area, then you need to inherit from BlogEngine.Web.BasePage ( think thats the right class)

1. Add a new ASP.NET Web Form (Website -> Add New Item -> Web Form)

2. View the code behind file and change the base class from Page to BlogBasePage. Be sure to add the following Using declarations:
using BlogEngine.Core;
using BlogEngine.Core.Web.Controls;

3. In the aspx file, add a content place holder. This must be called "cphBody".
<asp:Content ID="Content1" ContentPlaceHolderID="cphBody" Runat="Server">
// add whatever you want here.

4. Add whatever content you want between the content place holder.

Hope this helps.
