Posts can be filtered by Category or Tag or Date Range.  If you have categories assigned to your posts, depending on which theme you are using, you'll normally have Category links at the bottom of each post you can click that will show all posts tied to that category.  Or you can use the Category widget in the sidebar, which shows all categories, and clicking on a category will show all posts tied to that category.

How can I filter my posts programatically and even through the url querystring? For example. when you go to the home page, all the latest post show up. I want to filter the posts that show up based on a tag and or category.

As an example, check out this site:

http://allben.net/

In the upper left sidebar, there are categories.  And in the right sidebar, there are tags.  If you click a category such as General, the URL changes to the following and shows just posts tied to the General category.
http://allben.net/category/General.aspx

And if you click a tag, such as "browser", the URL changes to the following and shows posts tagged with "browser".
http://allben.net/?tag=/browser
