URL Encoding problem

The owner of www.websiteha.com has contacted me to ask about the problem he has with google indexing.

For every page that has been indexed in his site by google, He also had a Http 400 error indexed link with the "A  potentially dangerous Request.Path value..." error. 

I guided him to add  <httpRuntime requestValidationMode="2.0" requestPathInvalidCharacters=""/> in web.config and the errors changed to 404. For example, try to navigate http://www.websiteha.com/?page=5 everything works fine. Now if use go to http://www.websiteha.com/%3Fpage%3D5, you'll get 404 error (previously 400 error).

Google Webmaster reports so many broken links and I'm not sure what the problem is.

The site is not accessible..

Tried - http://www.websiteha.com

On Pinging via MS DOS ie Ping www.websiteha.com it returns no host found ..Seems the server is down..
