I can't remember the exact setting, but I've seen this with other files downloaded to where you need to right-click on the file, select properties and then adjust the appropriate permissions.  Sorry I can't be of more assistance, but that's how I got around this issue in the past.

Its a security control which requires you to trust the chm file because it came from another computer.

At the bottom of the Properties popup is a button called "Unblock". Click that and reopen the file.

Just download the .chm file to disk and open it from there

Just like ShiftKey suggested, right click on the CHM file -> Properties -> Unblock

I downloaded it to a FAT32 filesystem and could not use it, and there was no "Unblock" option in the Properties.  I copied it to NTFS and all was OK.

Interestingly, if I downloaded to NTFS first then copied to FAT32 I could then run it from there.

Only if you download to NTFS and run it from there do you need to use the Unblock option.
