I am in the process of upgrading BE from 2.5 to 2.7, everything seems to be working Ok except this issue.

  I added

 <jsonSerialization maxJsonLength="2147483644"/>
to the web.config and can still only see 20 of the 500 users when logged in locally as admin. I ran the upgrade script for SQL CE successfully for 2.5 to 2.6. Is there something that needs to be added to view all the users? Thank you.

In 2.7 users list has paging. You should see little red arrows at the top and bottom of the grid to move to the next page. Here is example.

Page size (20) coming from web.config:

<add key="BlogEngine.GenericPageSize" value="20"/>

Thanks for the reply, locally I am not seeing any red arrows using IE 9, however I can click where the arrows should be and page that way. I am assuming that I can change the value in the code above and show more users.

Yes, but this is generic value that can also be applied to other lists that you don't want to be huge. You probably just missing picture files for those arrows.
