Can users register and post comments but not blog?

I'm interested in using blogengine for a small blog.  I want users to register and sign in so that can post comments on my blogs but not be able to create blogs on their own.

Is this possible in blogengine?  If so, how can I set it up?

In the admin, you can setup role used for self-registered users and assign it rights to view posts and post comments. You can also change anonymous role to not allow post comments.

I have the same situation and have set it up this way. 

As a followup question, is it possible to have the ADD COMMENT Name , Email, and Country boxes default to the credentials for the logged in user, since they have already authenticated?
