BlogEngine - Commit 1acd1ea7aa14 - Language Setting

In this last commit was introduced this tag
<meta http-equiv="Content-Language" content="en" />
to correct page Language detection by Google Chrome; but according W3C this is an obsolete method, so it could be redundant because Language is declared in the main root element of the page <html lang="en">.

So, it could be used this code
<html lang="<%=BlogSettings.Instance.Language %>">
and get automatic update Language setting :-)

Well language in settings by default is "auto" and used to set value for "culture" which is vary based on multiple factors - language set in browser, OS etc. In case with content language, this probably should be set to whatever your blog is written in and not what user chose in the browser settings. I'll probably remove meta tag as "not recommended" by W3C and for SEO folks best way would be set value in "html" tag manually (if they write in language other than English). Not a big deal but cleaner is better.
