Comments posted when not allowing

Currently have the following installed: BlogEngine.NET
*Host does not have 4.0 framework installed.

If I go to:
Settings > Comments > Basic
-has 'Enable comments' and 'Enable coComments'

Settings > Comments Rules & Filters > Anti-spam Services
-StopForumSpam is Enabled

Why would we still get spam comments coming in? Is there a bug I am not aware of?

StopForumSpam is crowd-sourced service that gathers IP and emails used by spammers. It is not always effective because spammers often randomly generate emails and use huge pulls of IPs provided by anonymizers. So it will kill some of the spam but not all (take a look here). You should enable Akismet if you getting lots of spam. Recaptcha or simple captcha can help too.
