js.axd returns error 500, internal server error

I moved from an old Windows 2008 32bit IIS 7 to a new Windows 2008 64bit IIS7 ... both running integrated mode ....

Now it can't seem to get the WebResource files ...

Using version 1.4.5
There are also installed the URL Rewrite module for IIS7.

My question must be:
Why is it Url encoded ? how to fix this ... its driving me nuts.
Are this cursed by some other settings or something that went wrong when moving the site ?

haha ... replying to myself.

Turning off:
Compress WebResource.axd, This may break third-party functionality

seems to make it work again ... odd, I'm pretty sure it was also on before ... but I guess it was not. Also states that I can break 3-party sciprt ... and I guess i'm using one :-)
