Comment moderation emails not being sent

hi all,

I'm hosting at winhost and have blogengine 2.8 connected to their smtp server and blogengine email test works. Comments are set to be moderated and a user is in the Editor role (which is set to receive comment moderation emails). When I submitted a comment (as an anonymous user) it went into the pending queue and a moderation email was sent to the blog@ account (the account configured in the email settings for blogengine to use) but the moderation didn't go to my editor account. What am I missing? The hosting company sent me the email logs and there's no attempt to send to my editor account showing in the logs.

The right "moderate comments" means that user can approve/disapprove comments. Comment emails send only to address configured in the email settings. Understand confusion, would probably make sense to send email anyone with moderator right, but not how it currently works.
