Where/how to change the look of widgets?

I'm trying to create a theme for my BE.NET blog. How and where can I change the look of the widgets? I found css refering to the widgets but not a page that refers to the css?
I want to add some extra css but don't know where to put it since I can't find a page that defines the widgets.

Typically, a theme will reference the CSS file in the site.master file.  For example, in the Standard theme's site.master file, you'll see:

<link rel="stylesheet" href="style.css" type="text/css" />

The style.css file is also in the theme folder.  You would put all your CSS styles in the style.css file.
