Can the CSS Handler Be Disabled?

Is it possible to turn off the Css.axd handler? I can remove the entries from the Web.config - but the stylesheet urls are still being re-written to use css.axd?name=...

The reason I ask is we have a fairly complex theme we'd like to implement - and we typically organize our css, images and js into an Assets directory like...


I've tried placing the following in the head section of site.master...

<link rel="Stylesheet" href="~/themes/ourtheme/assets/css/site.css" type="text/css" />

but it doesn't work since the url is being re-written to use the css.axd handler.
