Importing blogML into BE

From reading discussion posts I see that other people are able to import blogML files into a new instance of BE. When I click Import a file named blog.importer.application is downloaded to my HD. If I double-click that file I get an error that required files are missing. Details include this:

 

+ Downloading file:///C:/Users/Steve/Documents/Downloads/Blog.Importer_1_1_0_0/Blog.Importer.exe.manifest did not succeed.
+ Could not find a part of the path 'C:\Users\Steve\Documents\Downloads\Blog.Importer_1_1_0_0\Blog.Importer.exe.manifest'.

+ Downloading file:///C:/Users/Steve/Documents/Downloads/Blog.Importer_1_1_0_0/Blog.Importer.exe.manifest did not succeed.
+ Could not find a part of the path 'C:\Users\Steve\Documents\Downloads\Blog.Importer_1_1_0_0\Blog.Importer.exe.manifest'.

This is in Win7 with a localhost installation for testing. 
Am I missing something obvious? The documentation doesn't seem to have anything describing this process.

I thought this might be a Win7 problem, but just RDed to my server and opened the blog from there and clicked Import. Blog.importer.application was downloaded and when I double-clicked it I got the same error.

OK...mystery solved. I'd never heard of a clickonce application before. Because I normally run Chrome rather than IE it just downloaded the application, which didn't work when I tried to run it from the download folder. 

I did a search on this and found references to running it from IE. So opened IE8 and navigated to my blog and clicked Import, and it opened the dialog fine.
