You can definitely build your site with the help of BlogEngine as CMS. You will just have to arrange and categorize your posts accordingly. You may have to tweak the core a little bit just depending on your custom needs. But for most part, BlogEngine does the job. I have integrated it into couple of sites for clients.

Like bitnbyes said, it's possible to create a magazine like site with be.net. You only need to categorize your articles in proper categories and choose a theme that can display them in your desired way. The only problem is the lack of be themes that look like a magazine. But look at the many wp themes out there, choose one and port it to be.net. For example take a look at those wp themes:

http://www.freshthemes.com/demo/weekly/
http://www.freshthemes.com/demo/newstube/
http://www.freshthemes.com/demo/newswire/

It have just ported one of their themes to be.net. It's no problem.  Look at http://blog.raisr.net
