There needs to be rights for Blogs.

Need to have the following:

Create Blog

Edit Blogs

Edit others Blogs

and etc similar to Posts/ and Pages.

Also need to have two types of blogs.

Full feature blog :   Able to add themes, and extenstions and etc same as the root or primary blog but not the "Blogs" option

Sub blog:  The current state of the sub blogs now.

Add these to the blog rights too:

Can create/edit/view and etc. "Full feature blogs"

Can create "Sub blogs"

and etc.

The details on how multi-blog works, at least in current version, in this post on Ben's blog. In short, there can only be one "root" blog and only this blog's admin has rights create another blogs and install/uninstall site-wide features like extensions etc. In the sub-blog, admin has limited rights to enable/disable installed by "root" extensions, pick up a theme from installed by "root" etc. So there is only one "full featured" blog. This in part driven by security concerns and in part by following commonly used multitenancy designs. If one blogger installed package and it brings down all blogs on the site - no one is going to be happy. We need to approach this carefully, giving sub-blogs as much freedom as possible without jeopardizing integrity and stability of the site.

I figure this was the reason for the way it is currently set just was not 100% sure.

Makes sense through don't won't to bring down all of the blogs on the site.

Well done with BE 2.5 through !!!

Really amazing work.

Can't wait for total installs through Nuget, extenstions, widgets, and BE updates.

The Theme Gallery is really great!!

Would be nice to have a link to report a broken theme through :)

Where you have:

Set as current theme | Set as mobile theme | Preview

Delete    [Report a broken theme]   <----Should be added

When 2.5 finalized, we will upgrade Gallery to have ratings and reviews. Then we'll have a chance to look into ways doing it through admin UI too, things like [report broken theme] could be part of this feedback feature.
