Azure WebSite - file.axd? 404 Not found

Testing to run BlogEngine (v1.6) on a Azure Web Site, and everything is working as expected, except downloading files, the file.axd?file=xx returns HTTP 404. But what is interesting is that getting pictures is working ( /image.axd?picture=xxx.jpg ) as it seems to use similar technique (.axd w/ path) and the files are stored in the same folder structure. (so should not be file access issue)

Anyone know differs with image.axd and file.axd that could be an issue here?

You can install BlogEngine from azure applications - why do it hard way? But if you insist, web.config has both image and file handlers and could be you have one of them missing.

it's due legacy reasons, custom theme etc...

Both are there,
    <handlers accessPolicy="Read, Write, Script, Execute">
        <add verb="*" path="file.axd" type="BlogEngine.Core.Web.HttpHandlers.FileHandler, BlogEngine.Core" validate="false"/>
        <add verb="*" path="image.axd" type="BlogEngine.Core.Web.HttpHandlers.ImageHandler, BlogEngine.Core" validate="false"/>

Understand. Check if you really have this file in app_data, make sure path is correct, try different types of files, like .zip and .txt. If you have public URL post it here, may be someone with sharp eye will notice something odd :)

Yes, files exists in the correct path, also noticed an issue with Editing a post, when pressing "Edit as Html" button, the HTML Editor opens up, but with no content, not sure if it could be related (the only other issue I could find so-far)

The test site is here,
