Upgrading from 3.1 to 3.2 has caused the Admin "Users" option to disappear

Firstly, sorry if this seems like a duplicate post - I posted it in the Issues section earlier but am not sure which is the appropriate place to post.

I have an existing installation of 3.1 using SQL server as the backend. That installation works fine, but with security fixes in 3.2 want to upgrade.

I have followed these steps:
  • Created a new Website for v3.2 and have installed it to a new folder.
  • Copied the web.config from the SQL folder and updated the connection string.
  • Copied the App_Data folder over from the existing v3.1 site.
  • For the moment I am not worried about customising the look and feel so have left the standard theme.
  • Ran SQL update script
The new v3.2 site loads up OK and displays the blog items as expected and I can log in using the admin credentials OK.

However, in the menu on the left I do not get the option for "Users" and cannot manage them or roles and when I click on the "Dashboard" option I am again taken to the login page. I think this is due to the Administrators role not have permission set for Dashboard, but I cannot change this as I do not get the "Users" option.

I hope this make sense.
